The NetBeacon Institute is focused on helping the Internet community identify and report DNS Abuse, establish best practices, fund DNS research, and share data. The Institute provides free tools and services as part of its mission. Public Interest Registry (operator of the .ORG gTLD) founded the NetBeacon Institute in 2021 in furtherance of PIR’s nonprofit mission. The Institute is fully funded and supported by PIR, and its mission to reduce DNS Abuse and empower the DNS Community aligns with PIR’s commitment to a safer Internet. The Institute’s flagship initiatives are NetBeacon Reporter and NetBeacon MAP. NetBeacon Reporter is the centralized service for reporting DNS Abuse and online harms. NetBeacon Reporter enables structured submissions and routes abuse reports to the appropriate registrar or registry for investigation and action. NetBeacon Reporter further expands this work by incorporating data on smishing, cryptocurrency and investment scams, and child sexual abuse material (CSAM) to more comprehensively address online abuse. NetBeacon MAP is the Institute’s initiative to measure phishing and malware. As NetBeacon MAP expands its public reporting and improves the user experience of its free MAP products, it will continue to be guided by its priorities of transparency, credibility, independence, accuracy and reliability. Where does DNS abuse actually come from❓ Understanding the source of abuse is the first step in mitigating it. Research data (Dec 2023 - Nov 2025) from NetBeacon Institute indicates that 85.1% of abusive domains were maliciously registered. Only 14.9% stemmed from innocent, compromised websites.
