Things candidates should know before applying.
Election Campaigns
Election campaigning shall be free in accordance with the provisions of the law, and any candidate is allowed to conduct it starting from the date of acceptance of the nomination in accordance with the following controls:
- The candidate shall, when conducting electoral campaigning, abide by the following:
A- Commitment to the provisions of the Constitution and respect for the rule of law.
B - Respect for the freedom of opinion and thought of others.
C- Commitment to maintaining national unity, homeland security and stability, and not doing anything that stirs division or sectarianism among citizens.
D- Commitment not to conduct electoral campaigns in the ministries and departments affiliated to them, the agencies attached to them, and public bodies and institutions.
e- Commitment not to interfere in the electoral campaigns with other candidates, whether personally or through his aides in his electoral campaign. - It is prohibited to give electoral speeches in places of worship, universities, scientific institutes, public and private schools, squares, streets, and public roads, as well as in buildings occupied by ministries and departments affiliated with them, agencies attached to them, and public bodies and institutions.
- Each municipality within the governorate shall designate special places for advertisements, including posters and electoral statements, and shall allocate equal spaces for candidates in all these places.
- It is prohibited to post any advertisement or electoral statement, including posters, pictures, drawings, and writings, in places other than the designated place, and the general director of the municipality has the right to issue a decision to remove any violation of this prohibition at the expense of those to whom those posters, pictures, drawings and writings are related without the need to warn them.
- Every candidate is prohibited from conducting electoral campaigning, including organizing and holding meetings, and placing posters and advertisements inside, outside, or on the following places and facilities:
A- Mosques, funerals and other places of worship.
b- Ministries and departments affiliated to them and the agencies attached to them, government buildings, public institutions and bodies and the like, and public places designated for public services.
c- Universities, scientific institutes, and public and private schools.
d- The memorials and their bases, the archaeological buildings and the fences surrounding them.
e- Electricity, lighting, telephone poles, signal poles and traffic signs.
F- The headquarters of the supervisory committees and the polling and counting committees.
g- Bridges, tunnels, roundabouts, street islands or their intersections, sidewalks and trees.h- Means of transportation and public vehicles. - Candidates may publish advertisements, including posters, and statements containing their objectives, plans and work methods, in the places designated for this, provided that they bear their explicit names.
- Advertisements and electoral statements are exempt from licensing and fees.
- It is prohibited to hold festivals and gatherings at a distance of less than two hundred meters from all directions of the headquarters of the supervisory committees and the polling and counting committees.
- It is not permissible to use the Kingdom’s flag or the official state emblem in meetings, advertisements and electoral statements, including posters, pictures, drawings and writings that are used in electoral campaigns. It is also prohibited to use loudspeakers outside the halls and on means of transportation.
- It is prohibited to affix any advertisement or electoral statement, including pictures, drawings and writings, to private establishments and buildings, and each municipality shall specify the places designated for this.
- Election advertisements of all kinds and means must be placed in a coordinated manner and not overlapping with each other, and they must be at appropriate dimensions that do not obstruct the view of cars, and in such a way that they do not distort the general view, and that no candidate’s advertisement prevents the view of another candidate’s advertisement, and in all cases it must not These advertisements obscure road signs and traffic lights.
- Government employees, public bodies and institutions, heads of municipal councils and their members are prohibited from campaigning for the benefit of any of the candidates in their workplaces.
- It is prohibited for any candidate to offer, through his campaigning, gifts, donations, cash or in-kind assistance, or other benefits, or promise to provide them to a natural or legal person, whether directly or through others. It is also prohibited for any person to request such gifts or donations. or aid or the promise of any candidate.
- The candidate is prohibited from receiving any funds for electoral propaganda from any party.
- All media outlets must observe equality in the media’s treatment of all candidates.
- All electoral campaigning activities in all parts of the Kingdom must cease twenty-four hours before the scheduled date of the polling process.
