File README.REDIST.BINS refers to non-existing ext/fileinfo/libmagic/LICENSE

Description

The file README.REDIST.BINS contains the line:

1. libmagic (ext/fileinfo) see ext/fileinfo/libmagic/LICENSE
but this license file was removed from 8.3 (and later) in the commit:

6219d7f

So either add it back, or - if it is OK to have it dropped - remove its mentioning in README.REDIST.BINS and probably replace it with proper info about redistributing libmagic.
