• Platform: GitHub Actions (ubuntu-latest)
• Node version: 20
• Next.js version: 15.5.9
• Firebase SDK version: 11.1.0

Steps to reproduce

1. Run firebase deploy --only hosting for a Next.js 15 project
2. Build completes successfully
3. Deploy fails at the final step

Expected behavior

Deploy should complete successfully.

Actual behavior

Deploy fails with:
Error: An Internal error has occurred. Please try again in a few minutes. If this error persists, please open an issue at https://github.com/firebase/firebase-tools

The error occurs after:
i functions: generating the service identity for pubsub.googleapis.com...
i functions: generating the service identity for eventarc.googleapis.com...

Additional context

• The build phase completes successfully (74 static pages generated)
• The error has persisted for several hours across multiple retry attempts
• Previous deploys to the same project worked fine
• The function being deployed is ssrcurvamestra (SSR for Next.js)

Not sure if my issue with deploying a cloud function is related to this one, for today when I deployed some updates I keep getting similar error:

I have managed twice to update the cloud functions, but most times it keeps showing the error message.

Thanks for reporting this folks. At the moment, I'm not able to consistently reproduce the issue but it is occurring somewhat often. Let me try asking someone from our engineering team to see if they might have an idea on what's causing this.

By any chance, could you try adding the --debug flag to your deploy commands and share contents of the debug log with us(even just the last few lines leading up to the error). Please remove any PIIs before sharing the contents.

I am facing the same error since last week in 2 different projects with 2 different billing accounts. Here are my deploy logs, this is stopping all our product deployments as of now @aalej

We haven't updated any firebase library recently, so I guess it should be a backend issue. I also checked in our quotas and didn´t found the

Quota exceeded for quota metric 'All requests' and limit 'All requests per minute' of service 'cloudbilling.googleapis.com' for consumer 'project_number:[PROJECT_NUMBER]'.

I am encountering the same "Error generating the service identity" failure during deployment with firebase-tools@15.6.0 on Linux (Ubuntu 6.8.0).

Findings from Debug Logs

In my case, the error is specifically a 403 Forbidden from the serviceusage.googleapis.com/v1beta1 endpoint, despite all required APIs being confirmed as Enabled.

[debug] [2026-02-13T14:09:59.257Z] FirebaseError: Request to https://serviceusage.googleapis.com/v1beta1/projects/[PROJECT_ID]/services/pubsub.googleapis.com:generateServiceIdentity had HTTP Error: 403, Service Usage API has not been used in project [PROJECT_ID] before or it is disabled.

Key Observations:

1. No 429 Errors: Unlike other reports, I am not seeing any "Quota exceeded" (429) errors. This appears to be a separate logic or detection regression in the identity generation phase.
2. API State Verified: I verified via gcloud services list --enabled that serviceusage.googleapis.com, pubsub.googleapis.com, and eventarc.googleapis.com are all active in the project.
3. Manual Workaround Failure: I was able to manually create the identities using gcloud alpha services identity create --service=pubsub.googleapis.com, but the Firebase CLI still fails at the same step with the 403 error.
4. Permissions: The deployment is being run by a user with roles/owner permissions.

Confirmed Workaround:

Downgrading to firebase-tools@15.3.1 immediately resolved the issue and allowed the deployment to complete successfully.

@lbastidasl, I think you're encountering an issue related to this change #9832, could you double check if you enabled the API in https://console.cloud.google.com/apis/library/serviceusage.googleapis.com?project=[PROJECT_ID]? Also, which service are you deploying to(functions, hosting, etc.)?

Lastly, are you also encountering the error on firebase-tools v15.4.0? From what I can gather, the change in #9382 was released on version 15.5.0.

How are you authenticating with the CLI? Are you using 'firebase login' or are you using Application Default Credentials with a service account key?

Looking back into this issue, I think that the cause of the initial error is the same as #9880. Also, there hasn't been an update to this issue in a while so I'll go ahead and close this.

If you're still encountering this error, please share your debug logs so that we can further investigate.
