Optimize/Reduce the Auto Start/Stop time for IP camera stream

Short description

Currently, it takes about 7-8 seconds for the stream to play back when the user requests it and 8-9 seconds to stop when the user stops watching it when the Auto Start/Stop option is enabled for the RTSP stream source.

Steps to reproduce

1. Add any RTSP stream source with the Auto Start/Stop option enabled. Check this document for reference.
2. Play the stream and observe the time it takes to play the stream
3. Stop the playback and observe the time it takes to stop the stream completely on server side

Expected behavior

It should take less time to auto start/stop the stream

Actual behavior

It is taking 7-8 seconds to start and play the stream and 7-9 seconds to stop the stream on the server side
