Dear CUTS International Policy cannot be built only in boardrooms and air-conditioned conference halls. It must be shaped by the voices of those who face the realities on the ground every day. Why are trade unions and worker representatives not invited as equal stakeholders before mobility policies are drafted? Why aren't tripartite consultations involving government, platform companies, and workers made mandatory? Across the world, responsible platform companies and policymakers maintain continuous dialogue with worker unions, seek official feedback, and improve policies based on real-world experience. Why is India still ignoring this democratic process? When workers' voices are excluded, policies fail to address ground realities. The result is unfair fares, algorithmic exploitation, lack of social security, and increasing hardship for millions of gig and platform workers. TGPWU urges all policymakers and platform CEOs to move beyond consultations on paper. Engage directly with recognised worker unions, value our evidence-based suggestions, and build policies with workers—not merely for workers. To be fair, Uber has, at times, shown greater willingness to engage in dialogue and hear feedback from worker representatives. However, consultations must become regular, transparent, and meaningful—not occasional. All platform companies should institutionalise continuous engagement with recognised trade unions so that workers' voices are reflected in every major policy and operational decision. India's mobility future must be affordable, accessible, and innovation-driven. Launch the CUTS International report, "Harmonising Bike Taxi Regulations in India: An Evidence-Based Assessment and Suggested Pathways for Reform." The report presents a strong case for a harmonised regulatory framework that can improve first- and last-mile connectivity, enhance commuter safety, generate sustainable livelihoods, and provide regulatory certainty for platforms and riders. Bike taxis are not merely a transport option—they are an important component of India's evolving urban mobility ecosystem, offering affordable travel while creating income opportunities for thousands of gig workers. As India advances its Ease of Living agenda, we must adopt evidence-based policies that balance innovation, safety, and public interest. A predictable and uniform regulatory framework, coupled with stronger safety standards, platform accountability, and support for electric mobility, can unlock the full potential of this sector.
