The premise is a categorical distinction that the U.S. commercial service airports common use facilities and equipment are rapidly emerging as uniquely vulnerable to cyber-threats. The selection in theory used to organize and categorize prior research using existing frameworks is to identify cyber-security threats likely to confront airports. The variables selected for this thesis is based on industry best practices organized into 20 domains. This thesis is helpful to airport and airline operators better to understand the potential cyber-threats that affect the operation of the airports. The intent of his thesis is to serve as a future reference for researchers for cybersecurity at airports. More important the thesis demonstrates why cybersecurity for airports is an important issue to study. -

The catastrophic events of 9/11 remain a powerful impetus of the necessity to stay vigilant when it comes to airport security. This relevant history brings clarity to the need to uncover the hidden breaches in airport cybersecurity. Although, the Transportation Security Administration (TSA) has made progress, the vehement defense to airport security narrowly focuses on counterterrorism. Former Secretary of Defense Leon E. Panetta warned that the United States was facing the possibility of a “cyber-Pearl Harbor” (Panetta, 2012). The current Defense Secretary Chuck Hagel on May 31, 2013 warned that cyber conflicts could lead to “quiet, stealthy, insidious, dangerous outcomes” (Alexander, 2013). The ever-evolving threat of cyber-warfare, cyber-attacks, and cyber-terrorism is accelerating at an alarming pace. It is highly correlated by Presidential Policy Directive 21 (PPD-21) that cyber threats in the United States extend to commercial service airports. According to the Transportation Research Board (2013), “Commercial service airports in the United States are critical infrastructure and thus are particularly vulnerable to internal and external cyber threats from criminals, terrorist, or foreign actors” (para. 1). Therefore, there is a perceivable link that the immediate risk to commercial service airports is from a lack of information technology security. The categorical distinction is that commercial service airports common use facilities and equipment are uniquely vulnerable to cyber threats. The objective of this thesis is to evangelize the need for cybersecurity in aviation and provide situational awareness of an existing vulnerability in common use facilities and equipment at airports. To advocate at airports to enter into strategic alliances to avoid the imminent cyber threats to national and economic security. To encourage airport and airline operators to build collaborative partnerships to get ahead of the change curve. -
