Frank has worked on buying digital services from both sides of the federal-state line. Before DGS, he was Director of Procurement at the U.S. Digital Service, where he advised on major federal IT buys and built agile acquisition training that agencies still use. Now he leads strategic sourcing and procurement innovation for the Commonwealth of Pennsylvania.   • Yesterday, the Digital Services Coalition took to Capitol Hill for our first DSC Day on the Hill. DSC members met with 11 congressional offices to bring the perspective of the companies building and improving government digital services directly to policymakers. Our goal was simple: introduce DSC as a resource to Congress and start conversations around three priorities that matter to the future of government digital delivery: 💻 Invest in modern government technology. We asked Congress to support the Modernizing Government Technology Reform Act and ensure the Technology Modernization Fund has sustainable funding to continue improving the technology behind critical government services. 🛠️ Build the federal tech acquisition workforce. We asked for support for H.R. 4123, the FIT Procurement Act, which would give acquisition professionals more hands-on training in areas like market research, outcome-based contracting, cloud, AI, and cybersecurity. Better-equipped buyers can make better buying decisions and deliver better results for the public. 🏢 Take a closer look at SBA’s proposed size standards. The proposed rule could significantly change which companies qualify to compete as small businesses in the federal market. We’re asking Congress to encourage SBA to show its work: use federal contracting data and fully examine the potential effects on competition, new market entrants, and the Mentor-Protégé Program before moving forward.   • From strategy mode to full-tilt networking, we really ran the spectrum ...and its only Wednesday! Fresh off our Kent Island retreat, we jumped right into celebrating with the broader community at the OrangeSlices Elev8 event. We’re proud that the DSC itself was named an #Elev8 honoree, and that our Executive Director, Traci Walker, was recognized as one of the Engage FedGov Citizen Services 150 honorees.
