Alexandre Barbosa leads several information and communication technologies (ICT) surveys and research projects on the socioeconomic implications of ICT in Brazil. He is responsible for conducting nationwide ICT surveys for the production of ICT-related statistics on the access to and use of ICTs in different segments of society and capacity building in survey methodologies in Latin América and lusophone countries of Africa. Mr Barbosa is also the Chair of the Expert Group on ICT Households indicators from the International Telecommunications Union (ITU). Mr Barbosa holds a PhD degree in Business Administration from Getulio Vargas Foundation (Brazil), a Master Degree in Business Administration from Bradford University (UK), an MSc Degree in Computer Science from Federal University of Minas Gerais (Brazil) and a BSc Degree in Electrical Engineering from Catholic University (Brazil). He has also conducted postdoctoral research at HEC Montreal (Canada).

Alton Grizzle is a happily married husband, father, and a person with a divine love and respect all peoples. He works at the UNESCO HQ in Paris as Programme Specialist in Communication and Information. He manages of UNESCO’s global actions on media and information literacy. He has led many initiatives as well as authored articles and books on media and information literacy and gender and media. Prior to UNESCO, he was an educator in Jamaica for over ten years. He holds various advanced degrees in the field of education, computer-based information systems, media and communication, and management and economics - including a Ph.D. in Communication and Journalism from the Autonomous University of Barcelona.

Associated Professor of the Department of Sociology at the University of São Paulo (USP), since 1999; and Researcher at USP´s Center for Artificial Intelligence (C4AI-USP), where he leads a research group called "Digital Labour Markets". He is a member of the CNPq Research Group "Artificial Intelligence and Society", and Associated Researcher at the Brazilian Center for Analysis and Planning (Cebrap) , institution he presided between 2005 and 2008.He worked as Lecturer at the Brazil Institute, King's College London, between 2011 and 2014. He has a PhD degree in Sociology (University of São Paulo, 2003) and did his post-doctoral studies at the Institute for Employment Research (IER), University of Warwick (2010).  Main areas of research and publication: Development Studies; Labour Markets, Artificial Intelligence, Digital Work, Informal economies, protests and social conflicts, and welfare systems.

Ana Gabriela Faria da Silva works as Technologist at the Brazilian Institute of Geography and Statistics (IBGE). She holds MSc in Statistics from the University of São Paulo (USP) and Graduation in Statistics and Actuarial Sciences from the Federal University of Rio de Janeiro (UFRJ). She currently works on Statistical Methods for Economic Surveys.

Statistician at the Brazilian Institute of Geography and Statistics (IBGE) currently works on privacy preserving techniques for microdata and on the use of big data for official statistics. Member of the Technical Group of the UN Big Data Regional Hub in Brazil, UN-CEBD Privacy Preserving Techniques Task Team, and UN PET Lab. Holds a master's degree in Computer Science from the Fluminense Federal University, in Algorithms and Optimization, and a bachelor's in Statistics from the National School of Statistical Sciences.

Carlos Torres Freire is the Director of Data Production and Analysis at SEADE, the Statistics Bureau of Sao Paulo State. He holds PhD and MSc degrees in Sociology and BSc in Social Sciences from University of São Paulo (USP). Previously he was Research Director at Cebrap (Brazilian Centre for Analysis and Planning), where he also worked as research fellow. Carlos has 20 years of experience working on research projects in public policies, urban studies and science, technology and innovation (STI). He was also technical consultant at Finep (Brazilian Innovation Agency), Sao Paulo Municipality and Ipsos Public Affairs.

Dr. David Marker is a senior statistician who recently retired after 37+ years at Westat, in Rockville Maryland USA. He is continuing to consult on topics of personal interest. He has worked on studies in the fields of public health, environmental pollution, homelessness, voting rights, and many others. He recently served as co-chair of the American Statistical Association’s (ASA) Anti-Racism Task Force. Dr. Marker is an internationally recognized consultant in total quality management, having advised the Swedish, Norwegian, Finnish, South African, Dutch, and Danish Governments on improving the quality of their data collection activities. He has also appeared as an expert witness before Federal, state, and local governments and on voting rights and language-minority rights before Federal, State, and Provincial courts. Dr. Marker provided a keynote speech at the December 2020 IGBE Methodology seminar. Last year, he was an independent reviewer for the ongoing survey of the socioeconomic impact of the Doce River Fundão Dam Collapse. Dr. Marker is a Fellow of the ASA and American Academy for the Advancement of Science (AAAS), and an Elected member of the International Statistical Institute. Demi Getschko holds BSc, MSc, and PhD, degrees in Electronic Engineering from the University of Sao Paulo in Brazil. He is an advisor to the Brazilian Internet Steering Committee (CGI.br), CEO of the Brazilian Network Information Center (NIC.br) and an Associate Professor at the Pontifical Catholic University of São Paulo (PUC-SP). He was a member of the Board of Directors of the Internet Corporation for Assigned Names and Numbers (ICANN) by the Country Code Names Supporting Organization (ccNSO). In April 2014 he was an inductee at the Internet Hall of Fame under the category "Global Connectors", in a ceremony held in Hong Kong. In July of the same year, he was awarded with the “Cristina Tavares" prize of the Brazilian Computer Society. In December, on the day of the Engineer, he received from the Engineers' Union, in the State of São Paulo, the "Personality of Technology 2014" award, under the category "Internet." In May 2016 he was admitted to the Order of Merit of Communications, at the "Officer's Degree" as a form of recognition of his services to Communications.

Dr Ellen Helsper is Professor of Socio-Digital Inequalities in the Media and Communications Department at the London School of Economics and Political Science (LSE). She is director of the PhD programme and the MSc in Media and Communications Research. Her research interests include the links between social and digital inequalities; digital literacy; vulnerability and discrimination in digital spaces; mediated communication and interpersonal relationships; and methodological innovation in quantitative and qualitative media and communications research. She currently works on the YSkills; From Digital Skills to Tangible Outcomes; Global Kids Online; Connected Communities and Inclusive Growth; Communication crisis: Media Representations of COVID 19 Inequalities and World Internet projects. She has a PhD in Media and Communications from the LSE and an MSc in Media Psychology from Utrecht University. Ellen holds Visiting Scholar positions at research institutes in Asia, Europe, Latin America, the Middle East and the USA. She consults widely for governments, the third and commercial sector on client and citizen (dis)engagement in increasingly digital societies.

Esperanza Magpantay is the Senior Statistician of the ICT Data and Analytics division of the International Telecommunication Union (ITU), where she has been working since December 2000. She is responsible for the collection, harmonization, and dissemination of ICT statistics. Ms Magpantay coordinates the work of the ITU Expert Groups on ICT indicators, the ITU’s representative at the Partnership on Measuring ICT for Development and its Steering Committee, UN Inter-agency Expert Group on SDG Indicators and the UN Committee of Experts on Big Data and Data Science for Official Statistics (UN-CEBD) where she currently leads the Task Team on mobile phone big data. She has represented ITU in international meetings including the UN Statistical Commission, the UN Committee for the Coordination of Statistical Activities (CCSA), the UN World Data Forum (UNWDF) and in regional events giving presentations and trainings on ICT statistics. Before joining ITU, she worked for 7 years at the International Labour Office (ILO) in Geneva as a statistical officer. Ms Magpantay holds a master’s degree in Business Analytics and Big Data from IE University in Madrid, Spain, and Bachelor of Science in Statistics from the University of the Philippines.

Bachelor and Master in Statistics from Universidade de Brasília (UnB). He has worked in some federal bodies, including the Regional Attorney of the Republic (MPU), the Courts and Judges of the States, the Federal District and the Territories (TJDFT) and the National Telecommunications Agency (Anatel). Since 2019, he has been an advisor in the Strategic Planning of the Brazilian Federal Supreme Court (STF) and manages the statistical analysis center of the STF. Euler has also managed the program Open Court in STF and RAFA2030 (Deep Learning applied to Brazilian Supreme Court legal documents and UN 2030 Agenda).

Fabio G. Cozman is a Full Professor at Escola Politécnica, Universidade de São Paulo (USP), Director of the Center for Artificial Intelligence at USP, with an interest in machine learning and knowledge/uncertainty representation. Engineer (USP) and PhD (Carnegie Mellon University, USA), he has served, amongst other duties, as Program and General Chair of the Conference on Uncertainty in Artificial Intelligence, Area Chair of the International Joint Conference on Artificial Intelligence, and Associate Editor of the Artificial Intelligence Journal, the Journal of Artificial Intelligence Research, and the Journal of Approximate Reasoning. He chaired the Special Committee on Artificial Intelligence of the Brazilian Computer Society, and received the Prize for Scientific Merit in Artificial Intelligence from that society.

PhD in Political Science from the University of São Paulo (USP), Master in Communication from the University of Brasília (UnB) and Bachelor in Social Sciences from USP. Research Coordinator of the Regional Center for Studies on the Development of the Information Society under the auspices of UNESCO (Cetic.br), a department of the the Brazilian Network Information Center (NIC.br), linked to the Brazilian Internet Steering Committee (CGI.br). Researcher in the field of public policies and communication, interested in the relationship between the Internet and public social policies, and the behavior of inequalities.

Fredrik Eriksson is a Data Scientist of the ICT Data and Analytics division of the International Telecommunication Union (ITU) with more than 15 years of experience in quantitative analysis from international organisations and across the private sector. Fredrik has previously been responsible for ITU’s data collection on ICT household statistics, and re-joined ITU in 2021 to focus on ITU’s work on big data after spending the last few years at Expedia and building a team of Data Scientists and BI Analysts at KPMG. Prior to first joining ITU, he also spent a few years in the finance sector and eight years at the OECD analysing international finance flows for economic development. Fredrik holds a Master’s degree in Statistics from Uppsala University in Sweden.

Gray Cox is a professor of philosophy in the College of the Atlantic’s program in Human Ecology, based in Bar Harbor, Maine. He teaches courses in ethics, peace studies, history of philosophy, language learning, and artificial intelligence. His books include: The Ways of Peace: A Philosophy of Peace as Action (1986); The Will at the Crossroads: A Reconstruction of Kant’s Moral Philosophy (1983); and A Quaker Approach to Research: Collaborative Practice and Communal Discernment (2014). The focus of his recent research is on the intersections between different practices of reasoning and their implications for dealing with opportunities, challenges and existential threats posed by systemic trends in economics, politics, technology, and ethics – especially as these relate to developments in artificial intelligence. This has culminated in his latest book: Smarter Planet or Wiser Earth? Artificial Intelligence and Collaborative Wisdom (forthcoming). He is a cofounder and Clerk of the Quaker Institute for the Future. His studies included a BA from Wesleyan University’s College of Social Studies and a Ph. D. in philosophy from Vanderbilt University. He is a singer/songwriter with several albums of original music in English, Spanish and French.

Besides his position as a researcher and professor on topics related to Statistics, he is also currently the Undergraduate Coordinator and Vice General Coordinator at the National School of Statistical Sciences (ENCE) at the Brazilian Institute of Geography and Statistics (IBGE).

She is a master's student in Population, Territory and Public Statistics at the National School of Statistical Sciences of IBGE (ENCE) and holds a bachelor degree in architecture and urbanism from the State University of Londrina (UEL). She is currently researching on the use of open data and big data for Sustainable Development Goals indicators. She is a researcher at the Regional Hub for Big Data in Brazil and works for IBGE as executive coordinator of the Innovation Survey – PINTEC.

Jean-François Beaumont is Senior Statistical Advisor at Statistics Canada where he has been working for more than 25 years. He is currently the Editor of Survey Methodology and was a Morris Hansen lecturer in 2022. His recent research has focussed on statistical data integration, small area estimation and other estimation issues in surveys.

João Pita Costa (male) is a PhD in Mathematics from the University of Ljubljana. He is a member of the UNESCO International Research Center for Artificial Intelligence, IRCAI, where he is leading the design and development of the SDG observatory. He collaborates as a senior researcher at the Institute Jozef Stefan, currently contributing to the European Commission-funded Smart Water project NAIADES, and extends this collaboration through the spin-off Quintelligence, where he took a key role in the MIDAS project using Big Data to support policy-making in public health. He is also a lecturer on AI-related topics at the Barcelona Business School, ENEB, collaborates with the technological company XLAB as innovation manager, and was head of marketing at the bioinformatics SME Genialis.

Lucas Gelape works at SEADE (Statistics Bureau of São Paulo State), leading projects which use new technologies for data collection and analysis. He holds a PhD in Political Science from the University of São Paulo and a MSc from the Federal University of Minas Gerais, and has experience on several projects in data journalism, developing solutions for data collection, analysis and visualization in a broad range of topics

Luis Aranda is an Artificial Intelligence policy analyst at the OECD, which he joined in 2017. Before joining the OECD, he worked as a Strategist and Business Program Manager at Microsoft, where he conducted executive-level strategy, operations, and end-to-end accelerated-growth projects. Luis has also worked as an engineer for Grupo Bimbo and the United Nations. His work and research interests lie at the intersection between technology, social inclusion and policy. He holds a Bachelor’s degree in engineering, a Master’s in applied math and a PhD in economics.

PhD candidate in Population, Territory and Public Statistics at the National School of Statistical Sciences of IBGE (ENCE). He holds a master’s degree from the same school and a bachelor in economy from Rio de Janeiro Federal University (UFRJ). Currently researching on big data for official statistics, specifically web scraping of prices for computing a basic basket price. He taught micro-economy and record linkage and acquired experience in market intelligence and survey working for Oi Telecominucations and Globo Comunication.

Dr. Marielza Oliveira (Brazil) is the UNESCO Director for Partnerships and Operational Programme Monitoring, Communications and Information Sector, since February 2021. From 2015 to 2020, she was Director of UNESCO Beijing, covering the 5 East Asian countries. Previously, she was the global Results Manager (data scientist) for UNDP, where she also held positions as country manager for a portfolio of Latin American countries (2001-2015). Previous positions also include Systems Engineer at the US Army Construction Engineering Research Lab/USACorps of Engineers (US, 1987-1991, where she was responsible for AI systems development), senior consultant at Fundacao Dom Cabral (Brazil, 1995-1999), and Director of Executive Education at Ibmec Business School (2000–2001). Dr. Oliveira holds a Master of Science in Finance (1990) and a Ph.D. in Business Administration (1995) from the University of Illinois at Urbana-Champaign, USA.

I am professor at HEC Montréal and at FGV/EAESP (joint appointment). Some keywords of my research are social change, social technologies, community-based projects and post-development. My research interests are linked to the relationship between communities and social technologies and to the possibilities of better understanding and promoting social change using qualitative and engaged research methods. My past work was founded on structuration theory, different forms of social constructivism and critical approaches. Currently, I am increasing inspired by theoretical inspirations from the South (particularly decolonial) and by methodologies based on participatory inquiry. I am part of three Canadian research groups: CRISES (https://crises.uqam.ca/anglais/), IDEOS (https://ideos.hec.ca/en/) and MOSAIC (https://mosaic.hec.ca/en/). I have been publishing my work at journals like Organization Studies, Journal of Management Studies, Management Learning, Business and Society and Public Administration among others, and at leading Brazilian journals as well, like Revista de Administração de Empresas (RAE), RAUSP Management Journal and Organizações e Sociedade.

Pedro Luis do Nascimento Silva was the President of the International Statistical Institute 2015-2017, and is Principal Researcher at the National School of Statistical Sciences (ENCE) of the Brazilian Institute of Geography and Statistics (IBGE). PhD. in Social Statistics (University of Southampton, 1996), Pedro’s main research interests are survey and sampling methodology applied to household and business surveys, as well as the analysis of survey data.

Raphael Nishimura is the Director of Sampling Operations in Survey Research Operations. He has been working with sampling and survey statistics for over fifteen years. He holds a PhD in survey methodology from the University of Michigan and a bachelor’s degree in statistics from the University of São Paulo. His main research interest includes sampling methods, survey nonresponse and adaptive/responsive designs. He is also the director of the Sampling Program for Survey Statisticians of the SRC Summer Institute for Survey Research Techniques.

Vijay Nair currently leads a Research and Development Group in Wells Fargo, USA. His group develops techniques, algorithms, visualization tools, and computational technologies to facilitate best practices in quantitative modeling in finance and banking. Team members have deep technical expertise in statistical and mathematical modeling, machine learning, natural language processing,  advanced computing, and in applying the techniques to model development in credit, operational, and market risks. Before joining Wells Fargo in 2016, Vijay was Donald A. Darling professor of statistics and professor of industrial & operations engineering as well as Distinguished Data Scientist at the University of Michigan, Ann Arbor. He was also Chair of the Statistics Department there for 12 years. Prior to that, he was a Research Scientist at Bell Labs. He has served as President of the International Statistical Institute and International Society for Business and Industrial Statistics as well as chief editor of Technometrics and the International Statistical Review. He has been elected as Fellow of the American Association for the Advancement of Science, American Statistical Association, American Society for Quality, and Institute of Mathematical Statistics.
