Step to reproduce (local synapse)

  1. Create a fresh account and bootstrap with keybackup
  2. Create encrypted room with 2 messages
  3. Go to settings, try to recover key backup

=> Actual: Prompt for passphrase
Expected -> should open backup with no issues

Store key backup key in cache as Uint8Array

Bootstrap was incorrectly storing the key backup key as base64 encoded, when
instead it should be a uint8Array.

Fixes vector-im/riot-web#13057
