Blocked on me having a RiotX that will let me scan the QR code. It seems that after I've tried to fix the cross signing keys missing bug it has resulted in an inability to even try and scan the code. Discussing internally.

Turns out a refactoring along the lines on my end broke riotx. In any case, this is ready for review now.
