ERP transformation is hot in local government right now. But, some programmes haven't gone to plan... Across UK councils, Oracle Fusion and SAP S/4 programmes (others available too) are live, mid-flight or quietly “re-baselined”. The patterns are familiar: ���️ Programme teams stretched thin while BAU keeps moving ▶️ Design decisions deferred “until the next phase” ▶️ Integrators delivering to contract, not outcomes ▶️ Benefits cases signed off… then rarely revisited ▶️ Senior leaders relying on RAGs that hide delivery risk None of this is unique. But it is avoidable. The councils making progress right now are doing three things differently: 1️⃣ Treating ERP as an organisational change programme, not an IT one 2️⃣ Strengthening independent assurance and decision support mid-delivery 3️⃣ Bringing in targeted expertise for specific outcomes, not more bodies This isn’t about ripping up programmes. It’s about getting control back before costs, timelines and confidence drift too far. Question for ERP sponsors and Section 151s: ❓If you paused your programme tomorrow, would you have absolute clarity on what must change in the next 90 days to de-risk delivery? Important Update for SAP S/4HANA Customers SAP has announced a final five-month transition period for the usage rights of Compatibility Packs for SAP S/4HANA on-premise, extending the expiry date from 31 December 2025 to the end of May 2026. Compatibility Packs were designed as a temporary bridge to support customers migrating from SAP ERP to SAP S/4HANA. While the original end date remains unchanged for most packs, this final extension offers additional flexibility for customers who need more time to complete their transition. As part of this extension, SAP will also provide tailored programs to support customers moving to the relevant SAP Cloud solutions that replace Compatibility Pack functionality. 👉 Affected customers are encouraged to engage with their SAP representative to understand the impact and next steps.
