ALAC's Rejection Action Permission

Dear ECA Members, Pursuant to Annex D, Section 2.2(d) of the ICANN Bylaws, having delivered ALAC's Rejection Action Petition Notice to the EC Administration, the ALAC would now like to invite any and all any other EC Decisional Participants to support the ALAC's Rejection Action Petition. We are concerned both about the precedent set by this amendment and the dramatically expanded timelines specifically proposed. This may be a case where remaining in breach is better than sidestepping the bylaws in this way. Feel free to reach out to me to discuss any part of this further. EC Approval Notice and Expiration of Approval Action Decision Period

Dear Empowered Community Administration representatives, In accordance with the timelines and procedures set out in Annex D of the ICANN Bylaws, staff notes that the Approval Action Decision Period pertaining to the Fundamental Bylaws Amendments to Articles 17 and 18 expired at 23:59 PDT, 2 July 2026 (6:59 UTC, 3 July). The ECA has received written notifications in support of these Fundamental Bylaws Amendments from four Decisional Participants (ASO, ALAC, ccNSO, and GNSO), as well as one written notification of abstention (GAC). Having met the required threshold of at least three Decisional Participants in support of the Approval Action, with no more than one Decisional Participant objecting, the Empowered Community can now certify that it approves this Approval Action. Please note that pursuant to Section 1.4(b) of Annex D of the ICANN Bylaws, “the EC Administration shall, within twenty-four (24) hours of the expiration of the Approval Action Decision Period, deliver a written notice (“EC Approval Notice”) to the Secretary certifying that, pursuant to and in compliance with the procedures and requirements of Article 1 of Annex D, the EC has approved the Approval Action.” ECA support staff have prepared the attached EC Approval Notice for your review. Staff will forward this notice to the ICANN Secretary on your behalf by 23:59 PDT today, 3 July 2026 (6:59 UTC, 4 July) unless you have any comments or concerns.
